Siphoning Strikes: Imbue your weapons with soul-stealing power. For 15 seconds, each basic attack restores ^(?) Magicka and Stamina.
Leeching Strikes: Imbue your weapons with soul-stealing power. While toggled on basic attack restores ^(?) Magicka and Stamina. Each attack also restores 2% Health. While toggled, Leeching Strikes also reduces your Weapon Power and Spell Power by [20 / 19 / 18 / 17]%.
Siphoning Attacks: Imbue your weapons with soul-stealing power. For 15 seconds, each basic attack restores ^(?) Magicka and Stamina. All non-basic attacks have a 10% chance of restoring and additional ^(?) Magicka and Stamina.

Siphoning Strikes restores Magicka and Stamina with each basic attack for 15 seconds. Before the Imperial City Update, this spell was a toggle, and would lower Weapon and Spell Damage while on. After the update, only one of the spell's morphs, Leeching Strikes, remained a toggle.
