The purpose of this faction is unclear. The only reference to it in the game's scripting is when Audens Avidius is removed from it during the Imperial Corruption quest. It's possible that it is linked to the unfinished Imperial Express quest.

Elven Gardens Horse

The precise function of this faction is unknown. The only object it owns is a Bay Horse in the corral outside Chestnut Handy Stables, and since all of the faction members go traveling at some point, it is possible that the intention was for them to go by horse. This does not occur, however, and they all travel by foot. There are similar factions for the Talos Plaza and Temple districts of Imperial City.
