Pirates are Dunmer archers encountered on Solstheim. They wear leveled light armor, and will always carry a leveled bow with leveled arrows, along with a leveled dagger. They have an additional chance of carrying gold, lockpicks, and other miscellaneous bandit loot.
You are guaranteed to encounter one pirate at Haknir's Shoal, seeking the treasure of Haknir Death-Brand with her companions, a pirate mage and their pirate captain. If you manage to sneak up on the camp, you can overhear a conversation between her and the captain. She is apparently excited at having dug up a treasure, saying, "See? I told you. Just where the map said it would be." but the captain is skeptical. He worriedly replies, "We don't even know what's inside. And besides, there's... the curse." Acting amused, she will confidently respond, "Don't tell me you believe that rot! Well, as soon as Jorn gets back, you'll see. You'll see." When the trio of pirates notice you, they will become hostile.
You may also encounter one randomly in the wilds of Solstheim with a pirate mage before starting the related quest. They will argue briefly, then attack each other over the discussed treasure. If you stand aside during their fight, the pirate may lose the battle, and the surviving pirate mage will simply stand there, and not turn hostile against you. You can loot a copy of the book Deathbrand from the pirate's corpse, which will activate the related quest upon reading.
Pirate: "I told him 'no' once already."
Pirate Mage: "We've got work to do."
Pirate: "I'm not chasing that map. It's a fool's errand. I'm done. Leave me alone."
Pirate Mage: "Boss said to bring you back or bring back your corpse."
Pirate: "Is that so? Well, you'll never get that treasure now!"
Pirate Mage: "Time to die!"
