Sets are groups of items that provide powerful extra bonuses when two or more matched pieces are equipped, up to a maximum of five pieces. It is possible to receive benefits from more than one set (e.g. getting the 2-item bonuses from four different sets).
If you Dual Wield or use One Hand and Shield, you have nine equipment slots open to you, for a maximum of seven total bonuses (e.g. the 2-, 3-, 4-, and 5-item bonuses from one set, and the 2-, 3-, and 4-item bonuses from another). If you are using a Two Handed or ranged weapon, you'll only have eight slots, for a maximum of six total bonuses. Either way, you can receive only one of the unique 5-item bonuses.
Craftable Sets
Some of the sets are Craftable Sets. To craft set items, you must find one of their special crafting sites. For most sets, there is one crafting site in each Alliance's territory. Other sets become available upon completion of certain quest lines, including the Fighters Guild, and the Mages Guild. Additionally, to craft a set item, you must have researched a number of traits for that specific item type. The more complicated sets require more traits to be known, and hence more research.
Dropped Sets
Besides the craftable sets there are also Dropped Sets for which items are dropped by monsters or must be found in a loot. Unlike the craftable sets, these sets may also include jewelry, giving you potentially three more slots to equip set items. However, it is hard to find all the pieces of these sets, so you'll have to get lucky or trade with other players to complete one.
Purchasable Sets
Another type of sets is Purchasable Sets, items which can be bought from merchants in Cyrodiil. A merchant will sell you a box containing a random piece of any of the sets. Purchasable sets can also contain jewelry pieces.
Monster Helm Sets
Monster Helm Sets are a subset of dropped sets of armor. The head pieces have a chance of dropping from the boss of the associated Veteran group dungeon, while the shoulder pieces may be found in Undaunted gold reward chests.
Reward Sets
Reward Sets are only available as quest rewards.
