Empire Tower is a ruined tower located southwest of Fort Aleswell in central Cyrodiil. Several goblins can be found camped here, including their leader Sharp-Eye. A skyshard can be found at the top of the tower. An abandoned bag can be found nearby, and will start the related quest when activated.
