Davon's Watch Outlaws Refuge is an outlaws refuge hidden beneath Davon's Watch. It is set up in an abandoned Tribunal Chapel. The refuge can be entered through the trapdoor found between the Mages Guild hall and Uveran Bank. Another entrance is located behind the western city wall.
An aspiring "masked villain", Phoebe Falvo, can be encountered in the refuge working on a list of code-names. A letter addressed to Stelvene Lothaire can be found at his booth.
