Pellecia Aurrus is an Imperial pauper living in the "poor" section of Ald'ruhn. She can be found inside her house in the eastern part of town. It is not clear why a 'pauper' has a complete set of Imperial armor in a lvl 75 locked chest in her basement.
As an almoner for the Imperial Cult, you can ask her for a donation for the Buckmoth fund, but she will politely refuse.
There also exists a key named Redoran Iron Key in the construction set that was likely meant for her, since it has her name in the item's editor ID. It cannot actually be found in-game though.
