Nileno Dorvayn at the Hlaalu Council Manor in Balmora keeps the Hlaalu business going while the Councilors are away. However, no Hlaalu Councilors actually reside in Balmora. Dorvayn is nevertheless one of the essential House Hlaalu quest givers.
She offers major training in Short Blade, medium training in Light Armor and Security, and a supply of master level thieves' tools for sale, whether or not you are a member of the House. She is the most advanced trainer for Security for characters that are not members of the Thieves Guild or are insufficient rank to receive training from Hecerinde.
Dorvayn wears a common robe, cloth bracers, and netch leather boots. She wields a steel jinkblade of the aegis and carries a small key.
Aside from Dorvayn's natural resistance to fire and the sanctuary provided by her ancestors, she knows no spells.

- Suran: "It's a busy port on the north shore of Lake Masobi, in the northwest corner of the Ascadian Isles. You can get there by going east from Pelagiad and around the north side of the Dren Plantation, following the roads east until you reach Suran. You can also take a Silt Strider there from Molag Mar or Vivec."
- Velanda Omani: "Omani Manor is on an island east of Vivec. You can get there by following the road east of Vivec, then south past Ald Sotha, but it might be easier to just swim there from Vivec."
