Vandulyar is an Altmer and a self-proclaimed "mastermind" who can be found sitting and writing at a table near the merchant in the Vulkhel Guard Outlaws Refuge.
He seems to have a high opinion of himself and his intelligence, as you'll see when you talk to him:
"The trick is to always to think twelve steps ahead, to keep one eye on the Guard, and to plan for every contingency. That's why I'm a mastermind. My intellectual capacity is the desert, while yours is but a grain of sand. It's what I do."
"Oh, but you probably think you have all the angles figured out - that you have a plan. I'm here to tell you that you're wrong. You didn't take everything into account. What you need is a mastermind! Of course, you can't afford me... just so you know."
