Sinien is a very optimistic Altmer member of the Mages Guild in Firsthold. She can be found inside the Mages Guild during the quest Breaking the Barrier. Even though the city is overrun with daedra, she will greet you with "Welcome to Firsthold! It's so lovely this time of year." She considers the task to destroy the wards a way for you to see more of the town.
When Razum-dar sees you with the runed talisman, he will remark that you saw Sinien and that she is quite an "optimistic one".
