Arvs Rethrathi is the leader of Fort Windmoth. Although the fort itself is a miserable place full with corruption, it is a surprise to see that Arvs Rethrathi actually is a polite and hard-working knight. But this might be a cover for something, as he is often seen in the company of Telvanni wizards (several eye-witnesses confessed this fact).
