Maros Gimayn is a hostile Dunmer rogue and leader of a gang of bandits hiding in the cave Zainsipilu. He and his gang have been causing trouble for House Hlaalu with their raids in the vicinity of Rethan Manor, which is disrupting business for the great house.
If you are a member of House Hlaalu, Dondos Driler will ask you to kill him so the bandit attacks will cease and so that the Stronghold can be finished.
