Hrondar Highlander is a Nord smuggler staying in Hla Oad. He can be found in Fadile Balvel's house, possibly hiding from the authorities. He openly admits being a smuggler.
Apparently, he has had some dealings with Velfred the Outlaw. If you kill Velfred, Hrondar will say that it "Serves him right".
He wears a netch leather cuirass with matching boots, cloth bracers, and a common shirt with matching pants. In combat, he relies on an iron shortsword. Aside from his natural resistance to shock, immunity to frost, ability to shield himself, and a natural frost damage spell, he knows no spells.
