:''"The rash actions of those who sit the Ruby Throne, or who pull their strings, have brought Tamriel to the verge of irretrievable doom. They must be scoured from the face of Cyrodiil, and the decaying remains of the Empire of Men must be swept away. It shall be replaced by the Pact, which will enforce peace across the continent and strictly regulate all involvement in dangerous magical pursuits."'' — Alla Lalleth{{ref|name=TTOTEP|{{Cite book|The Time of the Ebonheart Pact}}}}</noinclude>
The {{Lore Link|Ebonheart Pact}} was a military alliance between {{Lore Link|Morrowind}}, Eastern {{Lore Link|Skyrim}}, and {{Lore Link|Black Marsh}} during the chaotic {{Lore Link|Interregnum}} of the {{Lore Link|Second Era}}. It vied with the {{Lore Link|Aldmeri Dominion}} and {{Lore Link|Daggerfall Covenant}} for control over the contested Ruby Throne in {{Lore Link|Cyrodiil}}. It was a creation of unlikely allies, who had long histories of strife between them, but united for mutual defense, first against {{Lore Link|Akavir}}i invaders and later against the {{Lore Link|Daedra|Daedric}} cultists of {{Lore Link|Molag Bal}} in Cyrodiil. They aimed to wipe away the rash rule of the {{Lore Link|Empire}} and end once and for all mortals' entanglements with higher power from beyond {{Lore Link|Nirn}}.{{ref|name=TTOTEP}} The Pact was led by {{Lore Link|Jorunn}} the Skald-King, who headed the {{Lore Link|Great Moot}}, as well as the three {{Lore Link|Tribunal|living gods}} of the Dunmer.<noinclude>

==History==
The Pact arose out of the {{Lore Link|Second Akaviri Invasion}} in {{Year|2E 572}}. The force under the command of {{Lore Link|Ada'Soom Dir-Kamal}} landed just north of {{Lore Link|Windhelm}}, taking the city completely by surprise.{{ref|name=TSAI|{{Cite book|The Second Akaviri Invasion}}}} The city was sacked and Queen {{Lore Link|Mabjaarn Flame-Hair|Mabjaarn}} and her heir {{Lore Link|Nurnhilde}} were slain, leaving the crown to her younger son, Jorunn.{{ref|name=JTSK|{{Cite book|Jorunn the Skald-King (book)}}}} He rallied a desperate defense, but the Akaviri army bypassed him, marching instead into eastern Morrowind, where they were met by Dunmeri forces under {{Lore Link|Almalexia (god)|Almalexia}}. In an unprecedented show of cooperation between races with a great deal of historical enmity, Jorunn and Almalexia worked together to encircle Dir-Kamal's forces in {{Lore Link|Stonefalls}}.{{ref|name=UA|{{Cite book|Unexpected Allies}}}} It was a close-fought engagement until the surprise arrival of {{Lore Link|Argonian}} reinforcements, who helped drive the invaders back into the sea, ending their threat to Tamriel.{{ref|name=TSAI}}

This allegiance forged in battle was ratified with treaties signed in {{Lore Link|Ebonheart}},{{ref|name=UA}} resulting in the manumission of Argonians enslaved by the Dunmer as thanks for their crucial intervention.{{ref|name=GTTEP|{{Cite book|Guide to the Ebonheart Pact}}}} The Pact struggled to reconcile the desires of three such distinct factions, but was able to stay strong for over a decade due to the need for mutual defense and the camaraderie of brothers-in-arms.{{ref|name=UA}} Eventually, the Tribunal became aware of dark happenings in Cyrodiil, and called upon its allies to mount a righteous war against the corrupt and disintegrating Empire.{{ref|name=BTCOT|{{Cite book|Breaking the Cycle of Tyranny}}}}
