Toralf is a Nord barbarian and the leader of a hoax "Skaal Tribe", a fake raiding party of Barbarians.
If you chose to side with Falco, you will have to defend the mine of Raven Rock against Toralf and nine other mercenaries.
If you are on the side of Carnius Magius however, Toralf will be waiting with five companions, next to a boat just east along the coast, near the mouth of the Iggnir River. You must deliver Bear Armor as well as Wolf Armor and six Huntsman War Axes to him at nightfall to complete their disguise for the attack on the Colony.
